PEARL

The Program for the Evaluation and Analysis of Residential Lighting (PEARL) is a watchdog program. It was created in response to complaints received by utility program managers about the performance of certain ENERGY STARŪ lighting products being promoted within their service territories and the lack of a self-policing mechanism within the lighting industry that would ensure the reliability of these products and their compliance with ENERGY STAR specifications. To remedy these problems, PEARL purchases and tests products that are available to the consumer in the marketplace.

Utilities, energy efficiency advocates, and market transformation organizations that focus on residential lighting products and are part of the ENERGY STAR program created PEARL in the year 2000. The Lighting Research Center (LRC) administers the program and runs the PEARL testing laboratory, which is on site. PEARL provides the test results to PEARL sponsors, who then pass them on to the U.S. Environmental Protection Agency and the U.S. Department of Energy. Manufacturers whose products were tested also get copies of the results. To date, PEARL has tested 185 models of compact fluorescent lamps and 52 models of luminaires (light fixtures).
